The short answer: the call goes to voicemail, to a recording, or to the owner's personal cellphone. Which of those three happens is usually an accident of how the phone was set up years ago rather than a decision anybody made. For a Houston home service business, the 7pm call is not an edge case. It is a structural feature of the market, driven by a climate that generates evening emergencies and a workforce that is too small to keep an office staffed after dark.
This article uses Houston and Harris County data rather than industry folklore. Where a commonly repeated statistic could not be traced to a real source, that is stated plainly instead of quietly repeated. Every number below links to the government file or published study it came from.
At 7pm on a weekday, a Houston home service business is almost never staffed to answer a phone in an office. The crews are done or finishing. Whoever handles the phones during the day has gone home. The call lands in one of three places.
The first is voicemail. This is the most common default and the least useful, because it converts a live buying decision into a task for tomorrow morning. The second is an after-hours recording that gives an emergency number, which asks a person who is already frustrated to hang up and dial again. The third is the owner's personal cellphone, forwarded there because it felt safer than the alternatives. That option answers more calls than the other two and costs the owner every evening they have.
None of those three is a system. They are three ways of deciding who absorbs the failure. Voicemail pushes it onto the customer, the recording pushes it onto the customer twice, and call forwarding pushes it onto the owner. The question worth asking is not which of the three is least bad. It is why the after-hours window in this specific city is large enough to matter.
Houston generates evening service calls because Houston evenings do not cool off. This is measurable rather than anecdotal. NOAA's 1991 to 2020 climate normals for station USW00012960, Houston Intercontinental Airport, record a July normal high of 94.5 degrees Fahrenheit and a July normal overnight low of 75.7 degrees.
That overnight number is the one that matters for a contractor's phone. A high of 94.5 is a daytime problem that a homeowner might tolerate until morning. A low of 75.7 means the house does not recover overnight, which is why a cooling failure discovered at 6pm becomes a call at 8pm rather than a call at 9am.
The same NOAA normals file records the annual pattern. Houston Intercontinental averages 111.3 days per year with a high at or above 90 degrees, and 7.0 days per year at or above 100 degrees. Within the June to August window specifically, 77.6 of the 92 summer days reach 90 degrees or higher. That is not a season with a few hot days in it. That is a season that is hot by default, for roughly a third of the year.
Winter produces the mirror image at lower volume. The same station averages 10.1 nights per year with a low at or below freezing, 8.7 of them in December through February. A freeze in Houston is uncommon enough that homes are not built for it and common enough to happen most years, which is a reliable recipe for a burst pipe discovered after dark.
Why this is the local variable: a contractor in a mild climate can treat after-hours calls as an exception to manage. In Houston, roughly a third of the year runs at 90 degrees or above with overnight lows in the mid seventies. The after-hours call is not the exception here. It is a third of the calendar.
The reason these calls go unanswered is not indifference. It is headcount. The Bureau of Labor Statistics publishes the Quarterly Census of Employment and Wages, which counts establishments and employment by industry and county. For Harris County, Texas in 2024, the private-sector figures are specific.

Read the roofing row again. The average residential roofing establishment in Harris County has fewer than five people in it. That average includes the owner and it includes the crews. There is no version of that business that keeps a dedicated person on a phone from 6pm to 8am, and there is no version where hiring one is a rational use of the fifth employee.
Residential plumbing and heating and air-conditioning sits at ten employees per establishment across 815 Harris County establishments. That is a real business with real revenue and it still cannot justify a night shift on the phones. The nonresidential side of the same industry averages nearly thirty employees per establishment, which is a useful contrast: the businesses taking consumer calls at night are systematically the smaller ones.
This is the honest framing of the problem. A Houston contractor is not missing evening calls because they do not care about revenue. They are missing them because answering them with a human being requires a payroll line that the business size does not support, in a city where the evening call volume is driven by a climate they cannot change.
Most of the numbers used to sell after-hours answering in this industry do not survive being checked. We went looking for primary sources for the three claims that appear most often in this category. Here is what we found.
"Eighty-five percent of customers who cannot reach a business will call a competitor instead." We could not trace this to any primary source. It appears across vendor marketing pages, usually without attribution, occasionally attributed to a study that is never named or linked. We are not calling it false. We are saying that after looking for its origin, we could not find one, and a number nobody can source should not be the basis of a purchasing decision.
"Eighty percent of callers who reach voicemail do not leave a message." Same result. No traceable primary source. This one is worth calling out for an uncomfortable reason: a version of it currently appears on our own site, on a page written before we adopted this standard. It should not be there, it is flagged for removal, and we are naming it here rather than waiting until it is gone. Publishing a rule and then exempting yourself from it is not a standard.
"Home service businesses miss thirty to fifty percent of inbound calls." No traceable primary source either. This range shows up constantly and it also appeared in an earlier version of one of our own articles. Removing it cost us a persuasive sentence and gained us a claim we can defend.
There is a reason this matters beyond housekeeping. If your decision to fix your phone rests on a statistic that dissolves when you look at it, you have not actually been given a reason. The Harris County staffing numbers and the NOAA climate numbers above are checkable, they are specific to your market, and they lead to the same conclusion without asking you to take anything on faith.
The standard we hold ourselves to: if a number cannot be traced to a primary source that we actually read, it does not appear in our writing. Where a widely repeated claim turns out to be untraceable, we say so rather than quietly dropping it. That is more useful to you than another unsourced percentage, and it is the only version of this that survives being fact-checked.
There is real published research on response speed, and it says something narrower than the way it is usually quoted. The primary source is a 2011 Harvard Business Review article, "The Short Life of Online Sales Leads," by James Oldroyd, Kristina McElheran, and David Elkington.
The authors audited 2,241 United States companies by submitting a test inquiry to each and timing the response. Thirty-seven percent responded within an hour, 16 percent responded within one to 24 hours, 24 percent took more than 24 hours, and 23 percent never responded at all. Among the companies that did respond within 30 days, the average response time was 42 hours.
A second analysis in the same article looked at roughly 1.25 million leads across 29 business-to-consumer and 13 business-to-business firms. Companies that attempted contact within an hour of the inquiry were nearly seven times as likely to qualify the lead as companies that waited one additional hour, and more than sixty times as likely as companies that waited a full day or longer.
Now the caveat, which is usually omitted. This research measured responses to web form inquiries, not inbound phone calls ringing at a contractor. It is strong evidence that response speed governs outcomes in sales generally. It is not a study of what happens when a homeowner calls a roofer at 7pm, and anybody presenting it as though it were is overselling it.
There is a second version of this research worth knowing about, because it is the one most often misattributed. A separate study page published at leadresponsemanagement.org, built on a dataset supplied by the sales software vendor InsideSales.com, reports a twenty-one-fold decrease in the odds of qualifying a prospect when response time stretches from five minutes to thirty minutes. That five-minute framing is the one that circulates. It is not in the Harvard Business Review article. If you have seen "5 minutes" and "Harvard" in the same sentence, those two things came from different places, and the five-minute number comes from a study whose data was supplied by a company selling sales software.
The standard fallback plan, which is to return the missed call in the morning, runs into a documented problem: people do not answer unfamiliar numbers.
Pew Research Center surveyed 10,211 United States adults in July 2020 and found that 80 percent do not generally answer their cellphone when an unknown number calls. Sixty-seven percent described their practice specifically as not answering unknown numbers but checking voicemail if one is left. Only 19 percent said they generally do pick up.
Two honest caveats on that finding. It is from 2020, and it describes behavior toward unknown numbers in general rather than toward a contractor a person called yesterday. Someone who deliberately dialed you is more likely to answer your callback than a random stranger is. But your number is still unfamiliar on their screen, and the base rate is working against you.
The environment has not improved since. Pew's 2025 survey of 9,397 adults found that 31 percent of Americans receive scam phone calls at least daily, including 21 percent who receive them multiple times a day, and 68 percent at least weekly. The Federal Trade Commission logged 2,085,133 Do Not Call complaints in fiscal year 2024 against roughly 254 million actively registered numbers. Ninety-one percent of American adults now carry a smartphone, which means essentially everyone has caller screening in their pocket.
Put those together and the morning callback is a low-probability play into a hostile channel. The call you answer live is worth more than the call you return, and the gap is widening every year.
There are four real choices, and they differ mainly in who absorbs the cost.

A traditional human answering service sits between the third and fourth rows. It answers, which is genuinely better than voicemail, and in most configurations it takes a message and passes it along. That means the job is still unbooked, and the work has moved rather than disappeared. Whether that is worth paying for depends entirely on whether you needed the call answered or the job scheduled.

An after-hours system that takes a message has relocated your problem, not solved it. The measure that matters is booked jobs, not answered calls, and the difference between those two is almost entirely a question of what the system is connected to.
Four things separate a system that books from one that merely answers.
That last point is where most generic setups fail in Houston specifically. Given the climate numbers above, the emergency and the routine arrive on the same line all summer, and the system has to tell them apart in the first thirty seconds without a human present to make the judgment.
Answering an inbound call with an AI voice and placing an outbound one are different legal situations, and the difference is written into the FCC's own ruling.
On February 8, 2024, the Federal Communications Commission released a Declaratory Ruling in CG Docket No. 23-362 confirming that the Telephone Consumer Protection Act's restrictions on artificial or prerecorded voice reach current AI technologies that generate human voices. The operative language is that callers must obtain prior express consent from the called party before making a call that uses an artificial or prerecorded voice generated through AI.
The scope sentence is the one that gets skipped. The ruling states that these requirements "are applicable to any AI technology that initiates any outbound telephone call using an artificial or prerecorded voice to consumers." A customer who dials your published business number has initiated that call. You have not.
The related time-of-day rule works the same way. Under 47 CFR 64.1200(c)(1), no person may initiate a telephone solicitation to a residential subscriber before 8am or after 9pm local time at the called party's location. That governs solicitations you place. It has nothing to say about a homeowner choosing to call you at 8pm, which is precisely when Houston homeowners call.
None of this makes the area unregulated, and we do not present it that way. Three practical constraints remain.
